Unless you are naturally gifted, even if you work incredibly hard you still won't get a 4.0. It has more to do with innate intelligence then how much you study. Some people study and understand everything immediately where as others take 2-3 reads before it clicks.

This is what you did wrong. Yes, affirmative action and pussy pass do exist but for a White male, 12 is just not enough. Before securing my first internship in a selective field with no experience, I sent out more than 200 applications.
It's not difficult at all, if you apply in the same field your CV is always the same and you create a cover letter template thus way:
1) Header with your info and that of the company (CHANGE BEFORE APPLYING)
2) First sentence where you say for which position in which company you're applying to and when you're available (CHANGE ONLY NAME OF COMPANY AND POSITION)
3) Explain why you want to specialize in this field (DON'T CHANGE)
4) Explain why this Company in particular (CHANGE but always follow the same template more or less and limit yourself to 2-3 sentences)
5) Explain who you are, what you study and what are your skills (DON'T CHANGE)
6) Ending "I would welcome the opportunity to discuss blah blah blah" (DON'T CHANGE)
You can send 5 to 20 applications per day very easily.

At my college, they host a pretty big STEM fair where companies look for students to talk about potential internships and to take resumes. Maybe look for something like this at your school. Since STEM is very specific, lots of the companies that come to these events are often actively looking for potential interns to hire.
I'd strongly advise against using the military as a jobs program. You become the actual legal property of the government and many people who join find that it isn't what the recruiter told them.

Of course anybody can get A's in "some" 100/200 level courses. But 4.0, at least in leafland, requires getting an average of A. If its engineering that means you are overall good at Physics, Chemistry, Math, have a strong enough social skills to do well in general engineering teamwork and can handle basic programming.

Yes, some Companies do have these forms but not all forms require 200-500 word essays, many have simplified forms powered by external providers (like Workable or Coach Assembly), and some positions can be applied to directly by e-mail with CV and CL in attachment.
I'm not gonna lie, it takes a lot of time, but if you do spend a couple of hours everyday doing this, you can reach a critical mass and start getting interviews.
If you have no experience, you either need quantity or networking on LinkedIn or with your university's alumni to get interviews.

CS is basically baby training mode in general. They hold your hand through practically every topic. Some CS classes are so slow and easy that a similar EE version will cover almost 2 or 3 times as much content. They even make most classes electives so you can skip the hard classes.

A degree is valuable not because of what your learn but because it gives you a job because it tells that you're smarter than those who don't have a degree. Same for grades. Grade inflation is punitive for the students who work hard because they can't enjoy the full benefits of their hard work.
I think that we should not only force schools to publish average class grades next to individual grades, but also to force professors to grade on a curve and set the average to the same number everywhere. This would create healthy incentives and end this degenerate culture of laziness and alcoholism sponsors with daddy's money.
