It's not just rioting though. Jagex is banning players for wearing items called "desert clothing" which is a very obtainable white cloak-like gown.
Although offensive language is against the rules, players have the option to disable it in-chat. Jagex is going on damage control mode and perma-banning anyone who has been rioting or taking part in the anti-gay parade activities. Offensive language is almost always given a mute by jagex mods, but now they appear to just be banning people.

It was about 2 years ago, it was when a "game" dev fucked 5 reviewers for good coverage, and then it was revealed that there was a corrupt gaming journalism clique, which then released the same article, the same day, on how "Gamers are dead" and confirmed the whole thing.
