The whole idea is that each state ratifies its own laws and way of doing things without federal controls.

Just because the "USA" pulls out of the Paris agreement doesn't mean that the individual states can't implement the ideas. In fact that is how it should happen. The states are supposed to govern themselves.

There are ways that states can conduct certain types of dealings with foreign governments, it's not like state leaders can't talk to foreign leaders, but that's what the state department is for and it would be very weird for Pennsylvania to enter into any treaty with Germany for example. More like the states will try to implement some of the terms of the Paris accord in their own states, but really that just Germany sharing legal ideas with states.
