This tracking is being done regardless of what your IP address is. It's tied to your browser/computer through a cookie. Whatever websites you visit are tracked and this can very quickly and easily identify you. For example, if you visit the website of a local pizza shop to order online pizza, or if you visit your school's website to submit homework assignments.

They're using a local storage/pixel exploit. Basically they store a 1px file with a unique name in your browser's local storage via web socket. Since this doesn't technically count as a cookie, disabling cookies does jack to stop it.
