That area of the country has 7~ peak hours of sunlight per day, and the amount of heat built up doesn't readily dissipate. Solar thermal arrays in the desert stay warm through the night.
The downside is that it fucks up wildlife because the air coming off of them is so hot that it can disorient and kill birds that fly over head. This isn't something that people are going to be climbing.

That means, if they require 15 billion for the whole border wall with solar panels, they just need to get to 500 million in revenue per year. With a fixed price 30yr energy deliver contract with the US, this could easily be tailored to work out fine. 300 million a year would go to pay down the costs of the wall and 200 million to interest.

Sorry, you are wrong. One thing this solar barrier design has which makes sense is, it is not a concrete wall. You actually do NOT want to use a non-see through concrete wall to protect the border. You want a steel wireframe which is hard to get through even with heavy gear and mobile ethylene flamecutters.

However, they are not realistically so thermally conductive that they're going to retain those temperatures at fucking night, when engineers can safely approach them. And besides, if this design is being fluted, they've likely produced a heat sinking feature that will neutralize the brunt of the reflected heatwave.
forgot the pic. Look at it closely. This wireframe is essentially a solar panel holding structure. If you would NOT be building a barrier and would just want to get solar panels in place, you would still need half this structure. Of course you would then also have the solar panels move in the course of the day to be geared towards the sun... so you got losses from the stationary solar panels.
