Coats of arms aren't limited to monarchies. For example, pic related is the actual coat of arms for france presidency.
This version is empty as fuck, but previous versions show the Grand Collier de la Légion d'Honneur, witch is a materialised symbol of the presidency.

not a country, but the Coat of Arms of our cities were formed when the Netherlands were still part of the Holy Roman Empire. The German eagle is common element here in the Netherlands and some cities were even allowed to use the crown of the Emperor. The highest title in Dutch nobility is still the title of the emperor, although we haven't had one in a few hundred years.
