That's not the point. Within Mueller's jurisdiction are "any matters that arose or may arise directly from the investigation." This has dangerous implications for Trump because it represents a tangible threat to his administration. Given claims of 'obstruction of justice,' Mueller has wide ranging powers that enable him to direct the investigation to any individuals that had contact with Trump during the period immediately before firing Comey. There is a risk that the scope of these inquiries will expand beyond 'possible Russian collusion.' For example, the Whitewater investigation began as an investigation into real estate investments but ultimately ended in numerous convictions unrelated to the initial investigation. Given the 'chaos' in the White House and Trump's tendency to lie, it is probable that the investigation will end up somewhere completely different. This has the potential to undermine his administration and his ability to implement his agenda. And the longer this goes on, the harder it will be to unwind.
