I´ve read his book black rednecks and white liberals. What I got out of this book it that blacks in the US have a subculture that opposes education and a traditional familiy. Those factors lead to low IQ. The proof that IQ is not a matter of genetics is that black people who grew up outside of that subculture did just as well as the people around them. He used the example of black sodiers that were stationed in germany after ww2 and their children.
Obviously there are intelligent Africans; zero belong in white communities. They should be in their own countries working to make them better. It's going to be a long hard road ahead.

There is no evidence that culture has a significant impact on IQ. Nutrition does, but still, about 80% of genetically inherited. Culture is merely an aspect of biology interacting with the environment. Intelligence makes culture, not the other way around. You may as well claim that culture determines height or eye color.
