You can't just throw people out of where they are living in the UK and Ireland so if these people can establish themselves as "living" somewhere they can't be removed by force. An awkward process of civil law starts to come into play and eventually it is proven (at the land owners expense) who the land belongs to. Then they can be removed, but only non violently.
