the problem will surface when said state will either be prosperous or have enemies because in case that state is prosperous and doesn't let anyone in the people from other states will either get jealous and in later stages angry or either from desperation (natural catastrophes,hunger, etc)will probably organised in a mongol horde style and in case they will win (through superior numbers,better tactics or even by pure lack the citizens of the clean state will be mixed with weaponize refuges(through rape,mixing etc)making said ethnic clean state not longer clean.in case the state has many enemies the situation will be quite similar as before(tho that war will be more conventional)and the said clean state will either be destroyed,or be reformed so much that it would not be ethnic clean
even in the pure nation would win the wars it will do probably the same to the defeated populous (making it again not-so-clean-after-all)or it would genocide said population to keep purity .But even in the second option
