There is hope, but it would probably require balkanization. I think the best way to bring about a fascist USA would first be to reorganize the states based on geographical and cultural regions, perhaps having the following states (just an idea):

>Southern USA
>Texas
>Midwest and central USA
>Alaska
>The Islands (Hawaii and Puerto Rico)
The states would basically be independent fascist nations, and the "United States" wouldn't be a single country so much as it would be an alliance between these nations much like what Mosley had in mind for Europe, we would have economic and military agreements between each other, provide mutual defense, and perhaps cooperate on matters such as space exploration and foreign diplomacy. It would be like a less coercive version of the European Union.
Also, before we split up the states we would need to migrate as many blacks as we can to the Southern states (barring Texas), they already have a disproportionate number of blacks so rather than have a black minority causing trouble throughout all the states perhaps we can just have one of the states have a black majority.

Latin America is a prime target for fascism. Iberians and their former colonies tend to be susceptible to fascism, if history is any indication (Primo de Rivera, Salazar, Plinio Salgado, Peron) and even just dictatorships in general (Pinochet, Fidel Castro).
The key is to both appeal to the terrible living conditions that lead to socialism, while also pointing to the terrible results that socialism has brought in order to keep them away from it. Make sure to emphasis how fascism is a "third position" that can bring prosperity to the nation.
