The 25th amendment speaks of being "unable" to "discharge his duties". Trump is perfectly capable of upholding his duties—this is proven by the fact that he is pissing them off by what he does.
If he is discharging his duties WRONGLY, or if he is committing CRIMES, then he should be impeached. But the 25th amendment is intended for cases like Woodrow Wilson (Dem.), who was brain-dead after a stroke and his wife was forging his signature.
