Asians had a head start, but at some point they stagnated until contact with more dynamic white civilizations. West Africans were behind Europe in terms of cultural development. Subsaharan Africans never evolved beyond the neolithic age.

It was the European empires that spread technology, modern government, modern infrastructure, and rule of law to most of these areas you speak of.

White civilizations were warlike because they were the most dynamic. Some Asian cultures, like China and Japan were the same in warlike behavior. They just didn't have the means of drive to expand like Europe and America.
