Marxist Labour Theory of Value is a major reason. People value things for a lot of different reasons, such as how useful something is. The amount of labour that went into producing something is often a minor contributor to the subjective value. This mismatch between producer and consumer leads to misallocation. Subsequently, in such economies you have shortages of useful things and surpluses of less useful things. Producers just don't have the right incentives.
