This ship is currently off the shores of Libya picking up Africans for transport to Europe! The ship is called the 'Vos Prudence' operated by A Doctors Without Borders (MSF) NGO.
Save the Children’s search-and-rescue ship the Vos Hestia. This ship is midway between the Augusta Italy and Tripoli. It is on it's way to pick up more migrants after refueling and dropping off it's cargo of humans.

Wouldn't it be much more cost effective to have a small team of divers to vandalise the propulsion systems or otherwise damage the boats whilst they are in European ports?
Using marine traffic they could arrive by car to the port ahead of the boat and upon arrival and docking the divers could enter and go to work
