That kind of experimentation was very whacky and if someone is financing this kind of anti-ethical and thus very expensive lab, you still need reliable bribing and human trafficking resources even if your lab is in Indonesia or something, I assume they are run by professionals. You'd be surprised how different our lab procedures are from just 40 years ago; we didn't know jack about sterilizing the environment for example. So it could be happening today, but stories would be much less gruesome in some sense, and much more in others, as on the other hand we have a much stronger capability for handling infections and intensifying the effects of disease.
