Trying to employ

Im trying to get people to work for the company I work for. I develop software, but we manufacture hardware in-house and have had a serious problem trying to get people to work in the manufacturing section of the business. So far this year we have had 5 positions open all year, and one or two will join, work less than a week, and quit. I dont want to bias you, but they are all 18->22 years old. The older experienced people wont work for the 15.00$ an hour we pay new higher (25 cents raise every july, 65 cent raise every jan).

How do we get reliable employees? the manufacturing sections as about 80% mesakin. The work is not hard, but you do break a sweat in spring and summer.The company wont pay more (minimum wage in my state is under 9.00$). Im worried the place might shut down, which means I loose my job too.

Additional info: We have already reduced the production requirements for new hires by 30%, added payed lunch (0.5 hour) and extended breaks from 10 minutes to 15 minutes.
Anyone who starts now would literally be making 20+ an hour after 6 years. (caps at like 25$ then only yearly raise of 3%).

Anyone you could hire for manufacturing for that low of pay rate is going to be like a junkie from a temp agency that'll just disappear one day after doing shitty work to begin with.

Qualified people for this would probably just go into construction which pays significantly more, maybe a bit harder work, but pays a lot more.

For manufacturing work unskilled labor should be $22/hr while skilled would be $27 to $50 depending on skill and nature of the work.

The question was, what other benefits do you offer? Is this reasonable considering alternative work in your area?
Without knowing these things, you're not going to be able to answer your question. I'm not asking for myself, I'm trying to help you see a bigger picture. Who's the department head? Do they treat people like shit? What sort of hiring rubric are you using? Drug test?

What difference does benefits and local area make when it only $15 an hour? You could make more than that in Detroit

I should note my pay rate is effective compensation. If you offer other benefits subtract that value from the hourly wage. If you offer a wage only then my number is sound.

For example pension matching, zero deductible medical and dental and prescription drug coverage you can drop $5 or $6 off the hourly rate.

I guess some places are more out of the way than the detroit-metro, regardless I drive half an hour to my job, get two weeks of paid vacation, have some basic healthcare that eats 120 a month off my earnings, spend about as much on gas and they only start us out at 10.25 an hour for unskilled labor, I'm lucky I was promoted and got halfway decent reviews so after two years I'm only making 12.09/hr

The most successful companies find a way. If the wage that they can be paid is what it is then your company needs to find a way to make it work. Offer stock option for the employees or pay for lunches from local company, people will do alot for a free meal. You need to try some things out and work on taking care of the employees.

When a cell phone bill costs you over a hundred bucks a month and this is considered the budget option for example or food for literally one week at the cheapest possible grocery store costs 300 usd or more.

Where i live there are TONS of $15hr jobs, manufacturing and service. Problem is the average apartment cost within a 2 hour radius of those jobs is $1400. You wouldnt qualify with that wage to live anywhere close, and a 2hr commute is a serious time and money commitment if you were willing to commute that far.

Our country decided to import cheap labor so that companies could continue paying labor next to nothing while the upper management made exponential amounts of money. If we didnt import that labor companies would innovate and find ways to make it work, mostly their top management would make slightly less, they'd spend less on advertisement (which does not work these days anyway) and jobs that americans wont do would become jobs they will do because they can have a modest life doing so.

Your company pays $5 more to start youll fill those positions and keep them if they can reach the 50-65K a year range, which isnt all that much these days but allows for a life where your not paycheck to paycheck, can find decent living arrangements, and cant put something in the bank every month, which is all the lower class is asking for. For $65k a year ill put up with anything honestly. for $30k....i can find better or would have to relocate to somewhere far away where jobs like that dont exist.
