OK, so firstly this is unlikely to really happen, this kind of news come up all the time and is never implemented. This article seems more specific than most of them, so they may attempt a block of some kind.
In terms of technical feasibility of that, They can absolutely block OpenVPN (the majority of vpns) at any point without so much as a problem. They can do that right now. The GFW performs deep packet inspection on all connections leaving the country, identifying encrypted/unreadable streams.
All encrypted connections suspected of being OVPN are followed up by the GFW attempting to connect to the server with the OVPN protocol, if it replies back the IP immediately flagged and added to the throttle/block list.
As it stands, I suspect they can block shadow socks with some reliability, but I don't think they have it down well enough to implement large scale without risking wholesale blocking of legit websites and IPs. I think currently they are throttling potential shadow socks connections, which they identify based on usage patterns, and will then kill any that goes above 100KBs before 1am~ish.
Due to shadow socks nature, that doesn't really stop it from being useful and hinder browsing too much, but you do need multiple private server to really get going gud.

The GFW is not any single set up, it is the responsibility of local ISP to maintain and keep it up to date. I think the hardware and software they use is probably standardized to a certain point, but the actual management certainly in part is done at the local level.

You have to use the bridges as user mentioned, which is essentially a semi-private node.
It is slow as a hell though, even more so than normal for TOR, and I am pretty sure they can block it based on usage stats alone, let alone deep packet inspection.

I mean, they categorically do if they are based on the OpenVPN protocol, that is frankly a trivial thing to do and an unwrapped OpenVPN session won't even connect most ,if not all, of the time.
Most Paid VPNs use OpenVPN running through either SSH or TLS, but both of these have draw backs. SSH is heavily slowed down and throttled at all times, and any particularly long lived (15m-45m+) TLS session is interrupted and the server IP added to the "fuck you" list.
Block paid VPNs is even easier than blocking free personal connections set up by individuals as the additional connections from other users helps them quicker identify servers to block.
