it's not just that the explosive has a lower oxygen balance (oxyrane is the most common known chemical used in fuel air explosives), it's also that it's deployed as aerosol in a relatively large volume of air before explosion, and that it burns up said air. The pressure wave and resulting vacuum are what kills. Normal bombs kill with shrapnel, the blast is confined to a relatively small space, thus the blast wave looses pressure faster
