I don't have a particularly great understanding of net neutrality, but from what I hear, most of people's complaints about internet in the US (expense, slowness) are more directly related to the fact that there's not much competition between internet infrastructure providers. It's very difficult to compete with an established provider for a number of reasons. For one, laying this infrastructure is really expensive and has a questionable return. City laws and the existing infrastructure owners make it even more difficult for potential competitors.

Net neutrality rules are kind of unrelated, and it's not clear to me what effect different net neutrality rules would have on the average consumer in terms of what they pay for internet and quality of service.

The idea that the gorillians of dollars ISPs milk out of Google and Netflix would be used to upgrade infrastructure. Wouldn't be 100% for sure but they'd reinvest some of it.

Without net neutrality, ISPs could potentially charge those companies more for traffic just because they can and because they know those companies' business models depend completely on internet traffic. How this would affect the average web user, I have no idea.

Net neutrality relates to whose traffic comes first. Your computer sends packets to other computers, and your ISP has a bunch of specialized computers that transfer packets across large distances. Basically, a lack of net neutrality means that CNN and NYT packets come before Sup Forums packets.

This is only a problem if a ton of people want to access CNN or NYT. Many small sites might have problems receiving and sending packets, and basically a lack of net neutrality means an internet of the lowest common denominator. If a bunch of normalfags didn't go to CNN or NYT, Sup Forums would have a wide open pipe.

So basically;

Net neutrality = NEET
No Net neutrality = Normalfag
