Because it isn't a plan, it's a guide. The stones were built for hypothetical survivors of a nuclear holocaust. That is why they are written in the most significant languages.

There is nothing on this stone beyond a strikingly small population cap that would suggest some sort of occult depopulation plan by an elite.

There is no source, it's just the most logical conclusion as to their purpose. The stones were privately built, the identity of the builder is unknown and there was no stated purpose. According to the company that built it the creator asked them for something would survive catastrophic events, which is probably the biggest give away.

The stones sit away from any nuclear targets at one of the highest points in the area where they can be seen at a distance. They have rules written in multiple languages that give guidelines on how to run a society. Clearly they were intended to be seen and read by a whole range of possible people.

The only things that even sound like an evil masonic conspiracy is the fact that the stones assume the population would be below 500 million and are suggesting it stay below that number, the "world court" rule and the fact that a plaque on the thing talks about an Age of Reason

To people looking for a conspiracy this of course falls into a larger idea that masonic organizations want to drastically reduce the global population and emerge as rulers of a slave society. The world court, which is clearly just an ideological solution to war in a post-apocalyptic earth obviously sounds like a NWO world government if you jump to conclusions.

There just isn't much about the stones to suggest it has any sort of secret occult meaning. It has a few hieroglyphs and other dead languages on it but they don't exactly translate to anything ominous. It's clear it was built by a group of people who believed the world would end with the cold war and wanted the society to emerge after it to not make the same mistakes that led to the apocalypse. It's preachy, and not exactly logical, but you'd think that if it was really a masonic "bragging symbol" it wouldn't waste time trying to be legible to as many languages as possible.
