Its a K*rdish neighborhood called Sheikh Maqsood. They had their own militia during the Aleppo battle. Multiple times they fought with the rebels against the government, but as the rats the k*rds are, when the government started winning the battle they changed sides, claiming every fucking day that the rebels were killing a billion people with unprovoked shelling. When the SAA pushed the rebels out of the neighborhoods they started grabbing territory outside of Sheikh Maqsood and refused to give it back.
In my opinion Assad has no problem with it because its the equivalent of Qamishlo/Hasakah. It is a bargain chip. If the k*rds ever dare to do something against government troops on those cities, then the government will retaliate.
