Problem is most of these states are being overrun right now - major cities like Chicago, Milwaukee, St Louis, etc are exporting minorities by the thousands to rural towns in Iowa, Wisconsin, Nebraska, etc.
Eastern Iowa's, as an example, has seen most communities drop below 90%, they've seen an epidemic of heroin, gang violence, human trafficking, etc... all spillover from the big cities.

There are always multiple views on single points expressed in the Talmud and it's based on attempting to create a legal system. Think back to sadducees and pherisees, they didn't get along.
