Border Patrol requested a way to see through the wall so they can monitor who's approaching the wall so that stones don't get thrown over, or dirty hobos start setting up ladders. They didn't ask to be able to shoot through but you know that's what they meant.
The wall will still be paid for by confiscating illegals' property and remittances, or some kind of tariff on Mexico itself. Fuck NAFTA.
