Only I don't believe that, given this countries experience between both tyrannical public assemblies and monarchies hence the perfect medium which exists in theory, where parliament enforce the will of the people, and the monarch keeps checks on it. However, both in law and by common sense, the monarch had full rights to refuse legislation on any grounds with no way of getting it passed without receiving assent. If a monarch had views on a bill to be passed and that it was of genuine threat, then they have a legal OBLIGATION (not a right), to not pass assent on that bill. I blame Victoria's uninvolvement for spreading Republican sentiment, and it was during this era that the formal signing of it stopped and that has prevented any monarch since from even attempting to do it, if they had any wish to in the first place.
