I also wouldn't want to enact regulations when it's too late, but if it's such a gigantic risk as he claims, then he should take the risk himself and inquire into the situation first. AI works based on a "utility function", and it tries to maximize the utility function. AI safety research is all about how to create a rule set that makes it so the AI doesn't want to do anything that's too misaligned from human interest.
