Republicans are 23% at both Pew and Gallup. The difference is with Independents, which ranges from 35% to 40% depending on where you look. Dems are at 30-35% depending on where you look. The numbers in the survey aren't exact, but they're in the ballpark, which is the case for most surveys.
Gallup does a monthly poll on party affiliation. The most recent results from June 2017 say 26% Republican, 30% Democrat, and 42% Independent. So, they under-sampled Republicans by at least 3%, over-sampled Democrats by at least 5%, and under-sampled Independents by at least 7%. I say 'at least' because the results fluctuate slightly every month.
It's a random sample, so it's not inconceivable. Republicans have hovered from 25% to 23% for the last 8 years.
The Republican undersample is within the margin of error, but Republicans aren't the only ones who vote for Trump. Independents voted for Trump at 48% vs 42% for Hillary, so an undersample of 7% is definitely going to skew results in a very significant way.

Depends on where you look for your numbers really. In some, the undersampling is about 3%. And the fact that the vote was more or less even means that the group isn't really reliable. There's also the fact that an Independent from California isn't the same as one from Iowa. It's not like Republicans, that went like 93% for Trump or something like that.
