It's possible to build a scheduler that maps tasks to a file system where relative parental ('../') and absolute references aren't allowed. A messaging system would allow communication between parent and child directories, but no evaluation of messages from children would be permitted. A virus sandboxed in a leaf of this structure would be harmless. This would reduce hacking to phishing ('sirs rest ur pswd pls'). First not everybody is here all day, also especially tech and tech Support jobs make it easy to post/browse from work. Secound the best Hackers mostly don't work for the goverment, because they don't pay them enough, maybe the goverment makes a Project with a Company they work at. Also since many of really good Programmes/Hackers are socially retared even some of the really good ones only can give their servies to companies by finding their Security Problems and sell them to the highest biding one (hopefuly the Company itself) because they can't work in a Team. Many Hackers also have criminal Records, which don't allow them to work for the goverment. So basically being good at hacking opens possiblities, but dosen't ensure much.

"Hacking" in general is a meme. The media plays it up like a modern day form of witchcraft when it's really more like just paying attention, not being completely ignorant about how computer programs work, and doing things with systems outside of what the people who built those systems intended their general user base to do. A lot of this "hacking" is only even possible because most people actually are completely ignorant about how computer programs work and the tools marketed to these people to let them manage their personal business are built accordingly by doing almost everything for them automatically and giving them a retarded children's book style picture clicking based user interface.

Sure but unfortunately in the world of what you think of as hacking favors though's with the mind of coding. I myself understand some very basics and more so on the IT field. But if you know programming or got a calling for it then you're gtg if hacking is your thing. And yes there are some pretty well versed people in scripting, coding, and IT/Networking; the former two playing a more important part in my opinion.
