Much of the donbass' value was in the fact that most of the Ukrainian side of Russian arms production was sited there; foundries for forging the specific rolled homogenised armour used in their tanks and the recent Armata, tank engines, jet engines and turbines, arms refurbishment tools and facilities etc. Most of that was packed up and shipped over the border a long time ago, so its sort of a moot point.
An industrial revival could happen anywhere in the country, but corruption is too ingrained in the national culture, all over.
