Trump has already destroyed obamacare, im not sure if anybody really caught this but he signed an executive order back around the time he got sworn in which ordered anybody having to dole out payments for it to - cut as many corners as they like and be as lazy about it as possible.
More or less obamacare is currently bleeding out from intentional inefficiency which will result in it being defunded.
This is similar to what Gov. Rauner was doing in Illinois by not allowing a budget to get passed for 3 years straight.
