there is no need to hae a relatively strong central governement. The very notion contradicts the idea of personal responsibility and the struggle to become stronger. You basically need some sort of higher infrastructure to ensure peace throughout the country, but a "strong government" implies you want the government interfering in lots of social issues, which should be down to the individual. this is the root of all our problems, governemnt creep into social issues,,like what you can say and wear and think...this is what happens when you have a strong government it perpetuates itself through its strength and makes itself more and more interfering and indispensible to jutsify it's own existence.
Government should always have the driving aim of being as small as it can possibly get away with being. Then people have more control over their own destinies, therefore more freedom, therefore more personal agency, therefore an internal locus of control and more personal sense of responsibility, therefore a drive to improve their lives through their own actions, therefore motivation to excell and strive.
