Yes melting point can change. The purity of the substance matters. The less pure, the lower the melting point and therefore the freezing point. As an example, salt water doesn't freeze at 0 C because salt lowers the freezing point.

If the government don't have a majority then there's another vote, until someone does have a minority. That's why there was such a fuss about a DUP coalition, because they needed a majority to function.
