It could be a shitton of communications all dealing with the same american or any of those requests could be for many names.
For example, say Russian A emails Russian B voter data they hacked from the DNC and the intelligence community picks up the email and masks the voter data. Then Official C asks the intelligence community to unmask the content of what A emailed B so they know what the fuck they were talking about and can respond accordingly.
Well that one request just unmasked over 100 million people with that one request.

For what it's worth, unmasking requests don't result in hard copies of the redacted information being given to the requester to take with them. They're led to a SCIF and shown the redacted information, then led out.
As such, if you actually know or suspect who you would be unmasking, unmasking just gives you personal confirmation that you can't show to anyone else, effectively making the exercise fruitless for getting harmful information on someone since nothing is stopping you from spreading the harmful information without the confirmation since you can't produce physical evidence in either scenario. Or in other words, someone out to destroy someone probably doesn't care whether or not the shit they're spreading they can't prove is definitely true or not.
And if you don't know who you're unmasking, it's hard to argue nefarious intent, since it wasn't targeted against someone in the first fucking place.

Beyond that, FusionGPS is mercenary as fuck, so they could have been working for anyone.
