Someone told me That everyone we know should write a letter to the county sheriff, DA, and so on. I talked with a family member about this. they said we should write letters for character reference.
Iv'e never written a letter to my representative, or even a old friend...
would anyone please share info of what this letter should look like or be structured. what verbiage should we use? and so on.

Sorry to hear that. (Unless of course you friend was acting to endanger life or property in a manner which would justify the application of legal force to prevent. In which case I'm just sad to hear that he would do such a thing.)

What are you trying to accomplish? Understanding this will guide your actions. If that can be best served by s letter: - greet the recipient and briefly introduce yourself - describe the situation succinctly - state what you desire to accomplish - recommend a course of action for the recipient to follow - summarise
