The military are doing almost a martial law (no curfew of course, they do not want to promote panic and fear in the population) in what is said to isolate the region from the rest of the country.
All roads to and from Rio are surrounded by troops, as well as entrances to favelas and areas dominated by militias and criminal factions
The Government is using Rio as a National Security Plan guinea pig made by General Cruz (A member of the high-ranking military). The goal is to stop the entry of weapons coming from Venezuela and Paraguay, as well as arresting the leaders of these factions and treating them as terrorists.
