The Central Syrian blob isn't really too capable of offensives, at least to an Easterly direction. All the roads to it are cut and there's mountains and shit terrain between them and the East. Now with the new offensive on Hama, there's too much pressure there for them to attack towards Sukhnah / Taqba.
