The problem is that the federal government was suppose to have freed up spending from the repeal of ACA, so if they can't get ACA done before taxes then the rate reductions will have to more modest. On top of that much tax code issues are related to healthcare so a further revision will be needed when and if ACA can be undone.
So my prediction is that, if they want to be productive, they will get on to taxes like I was hoping they would do with the first failed repeal and reduce rates at least slightly in corperate tax rates as a showing of good faith in future thing reform. They will need to reduce spending in other areas as well and this may be the undoing where backbiting republicans will screw it up over some claimed moral dilemma or hardcore conservatives may back out over increased deficit spending. Democrats need to strategically drag anything out into 2018 so that is my guess about what they are doing.
