Eliminating the weakest members of a population will just force the current population to re-normalize the distribution, effectively increasing the mean, but reducing peak cognitive performance at the outliers (the guys we need).
As well, when you remove the lowest tier of society, the middle tier (in this case the middle class) would effectively become the ostracized caste, which in-turn applies the re-normalization from above.
