Oaxaca, Guerrero and Estado de Mexico are PRI bastions and generally full of indians that tend to go full bananas when shit goes down. I wanna say nice place but i have been there only 2 times, in Isla Tajin and Hotel santa luisa, never inside the city.
In pretty bad shape, to be honest. That state has a massive debt thanks to the last administration (PRI, mind you) and it's almost bankrupt, plus they didn't care about narcos and the violence grew a lot in the last 6 years.
They now have a PAN administration, but I don't really if things are getting better or not. At least if things don't get bad would be a more than enough situation, but even if the cartels calm down, the debt is Puerto Rico-tier compared to other states, so the financial health of that region is in very bad shape.
