The ones doing harm to the Serb population were small private paramilitary militias who went on a robbing spree and it was practically impossible to stop the looting with our troops stretched thin and police being enlisted into the military thus no civil authorities being able to enforce the law for at least another half of a year.
This is also why the Croatian government issued a warning to the Serb population and ensured a safe corridor for their retreat.
Also not arguing that there weren't war criminals on the Croatian side.
