Mate, just have a look at real life. Places where capitalism is more strongly established have (invariably) a stronger and more far reaching state.
Places without strong states cannot host strong capitalist systems. Just take a look at Somalia and pretty much every African country until the 90's. The central government influence sometimes didn't leave the capital city, and what happened to bussiness? That is right, they were non-existent.
