If you are referring to the short term notes issued to cover the gap between assets and liabilities on a bank's balance sheet, no they are not in any way related to the Rothschilds. Of course some bank bonds may be issued and bought by a Rothschild bank, or a portfolio manager from a Rothschild FI who needs some high quality bonds, but in no way do they have anything close to a controlling position in any French bank and certainly not in the French central bank or the ECB.
