It is relativley simple and more of a platform for other products to be based on, but it has been adopted at a ridicoulous speed all over the world. By IBMs own estimates 5 billion people will have their lives influenced by Watson in one way or another. This shows that there is basis for systemic risk (as touched upon here ).

Now Watson is relativley harmless because it is not extremely complex. But the main reason why AI is usefull is that it can do things that people cant - meaning that more complex tasks done by AI will be hard to be accountable simply because humans wont be able to understand them (a good example is a Facebook AI developing a language the programmes couldnt understand recently).

Now if you put systemic risk and low accountablity/oversight together the conclusion can only be that with further development and more widespread adoption of AI - the potential disasters can be massive both in their nature and their scale. The possibilities of how it may go on are extremely large and hard to predict beforehand. This is why Musk is advocating legislation - to set boundries to the way AI's can be developed and mitigate some of the risk they pose.

I'll try and illustrate it with an example: Right now there are a handfull of companies developing General Purpose AI's - meaning that they can be used to do a lot of different things. If one theses AIs turns out to be (way) better than the others being developed, it will win most of the market share. The possibilities of where AI can be usefull are nearly endless, meaning that this particular AI will be used almost everywhere for everything (slight exageration). If there is an error in the AI - something the programmers did not foresee - the fallout from that can potentially be felt all over the world.
