You can't measure that, you don't know how many people are taking up drugs or drug dealing for each person you attack to create opportunities for everyone else.

If its going down, why are they seizing more drugs and attacking more suspects with each passing year?

not killing isn't some objective moral law, but it is something that we try to get people to agree on so we don't have to constantly worry about being killed over differences every day, and everyone benefits

Its not actually down by that much overall, though, maybe you have some slow months, but the murder, violence and social unrest rates has skyrocketed, plus its kind of hard to convict people of crimes when they are just being murdered by anonymous crowds and vigilante police.
