i agree b/c i don't think fascism is really a political philosophy as much as it is a reaction to an actively assaulted culture. in the case of homogenous societies, social programs, even if not set into law, are not that bad of an idea, particularly if fascism is the vehicle to get your country back on track and united under a common cause.
the problem with attributing this to the left is that they use social programs not because they feel some overwhelming need to help their fellow countryman, but as a tool to strike back against the upper and middle class who pay all the taxes. if they could collect tax money and then burn it, they would do that too.
