In the US, at least for STEM you can go straight from bachelor's to PhD, but you earn a slightly modified master's degree (no thesis) if you pass your candidacy exam. It's common to start a PhD program and then leave with a master's.
It's not necessarily just about studying. People can be great at answering questions and shit on established foundational knowledge but they can't apply that to the research side of things.
