Sender encrypts message with recipients public. Recipient decrypts with recipients password protected private.
A known and as of yet unsolved flaw in public key crypto is the identity matching a public key. If the message participants would like to remain anonymous it's a bit difficult when sharing public keys in the open. a way around this is to share public keys privately, use a code word(for example OP title + rare flag?)and send only the message. That way you protect identity and the message.
