In high school, yes (we have a year more in regular school than Americans if you're from there, so we're a year older when we go to high school which is instead only three years).
Also yes to drinking, when I was in high school we partied almost every weekend. No to drugs though although there was always some people smoking hash. Other "normal" people like me and 98% of the high schools got high once in a while - just regular experimenting with it you know. Harder drugs are very rare in for people in school though, they just get a little high and drink beer and have a good time.
