Instead of resorting to immigration, they could just try shifting the status of the woman so that instead of having to choose between
a) completely giving up their careers and becoming stay-at-home moms completely dependent on their salaryman husbands
or
b) not having kids but having a career, independence and an identity
they could choose some option where you could both keep working and have a kid or two without it being overly difficult or socially unacceptable. I'm not from there so I'm not sure how exactly to accomplish this, though. But I'm fairly sure that if given the option, more women would want to have a kid or two in that case.
Also I'm sure there could be some temporary work visas they could grant to foreign workforce and then kick them off the country once the contract is over.

First of all, Japanese people will never truly accept you, they will act nice but they will never treat you with the same respect they would another Japanese person.
Another thing is working in Japan, you will spend 10-12 hours working every day, sometimes even more, for the whole time until you retire. You can forget about family time and shit like that, because you simply won't have the time for it, which leads me to another fact, Japanese women are extremely promiscuous and gold-digging compared to western women. They materialistic like hell and couldn't care less about traditional gender roles since they have 2 choices; housewife or career, and the majority choose career.
I like Japan but too often gaijin will go to there for work, expecting it to be some amazing paradise that will worship them for being a foreigner, but end up loathing it due to being treated like second-class citizens.
