They can't think. In theory you could probably make an AI with nanobots working as neurons but individual nanobots are around as smart as a bacteria. So not at all. That's assuming that you can do them even that smart. Their size is just too small to be able to cram any complex algorithms for interaction with the world. And full on learning it out of question.

You could probably make an evolutionary algorithm that will adapt nanobots over multiple generations to current environment but then you'll need to sacrifice other functions and in the end you'll just get a bacteria with a different chemical makeup than we have currently. Which will be probably less effective than normal bacteria and die out in a couple of months.

If they get information that they can't reach a place, they probably have an AI at hand to think how to break into the place. self replicating machines were once banned by the nasa because they thought it would be too dangerous. their scenario was some kind of factory on the moon that replicates itself and after x replications starts working (gaining resources and crafting shit). the reason they abandoned it was they thought it could evolve/mutate and cause harm on to mankind. it was not about nanobots at that time.
